Definitely a great fighter IMO. People doubt whether he is an ATG due to the fact that he lost the majority of his major fights, but aside from Pacquiao (he was like a corpse in that fight) he has been competitive in everyone. Im sure you can easily find ATGs with worse resume's than Rafael Rueles, Genaro Hernandez, Julio Cesar Chavez (twice, though both he was past his best), Pernell Whitaker (close fight, and he was past his best), Hector Camacho (past-prime), Ike Quartey (close fight), Oba Carr, Arturo Gatti & Fernando Vargas, as well as defeats to Felix Trinidad & Shane Mosley (2nd time) in which most felt he won. Add to the fact that he held belts in 6 different weight classes AND fought pretty much all the major players of his era (save Forrest/Winky), he is a shoe-in HOFer and ATG IMO.
